The Special Education teacher acts as the Case Manager. This means that the Special Education teacher organizes, and leads the IEP meeting. S/He takes notes on the meeting and writes up the IEP. The finished IEP is sent out to the members of the IEP team.

Parents and Guardians are invited to attend all meetings. The meeting cannot take place without a parent/guardian or their written approval to hold the meeting without them. Parents/Guardians act as advocates for their child. They are seen as the expert on the student.

The Principal is the LEA or Local Education Agency representative. The meeting cannot take place without the Principal or an Assistant Principal. The Principal ensures that the decisions made are in compliance with IDEA and that the student is receiving FAPE- Free and Appropriate Public Education. The Principal also determines how money is spent in the school and holds the money strings for Special Education and services the school provides.

The General Education Teacher acts as a curriculum expert. S/he shares insights on the students behavior in the general education classroom as well as how the student is performing academically. Even if the student doesn't spend time in the general education environment, a General Education Teacher is required to attend the meeting.
